A solution for treating a surface of steel is provided to contain no heavy metal, to be baked at low temperature of 160 °C or below, and to ensure excellent corrosion resistance, resin adhesion, and solution stability. A solution for treating a surface of steel includes 1.0-20.0wt% of a resin mixture obtained by mixing urethane-based resin with acrylic resin in a weight ratio of 1:3-3:1, 0.1-5.0wt% of an alkylated melamine hardener, 1-10.0wt% of at least one organometallic oxide selected from the group comprising amine-based organic titanate and amine-based organic zirconate, 1.0-25.0wt% of a silicate mixture of at least one selected from the group comprising colloidal silica and metal silicate compounds, and the balance of a solvent.
