A chromium-free solution composition for treating the surface of a steel sheet, a method for preparing the resin coated steel sheet pretreatment layer by using the composition, and a resin coated steel sheet are provided to improve corrosion resistance, resin adhesion and solution stability. A solution composition for treating the surface of a steel sheet comprises 1.0-20.0 wt% of a resin mixture comprising a urethane-based resin and an acrylic resin in a ratio of 1:3 to 3:1 by weight; 0.5-20.0 parts by weight of a water-soluble conductive polymer based on 100 parts by weight of the resin mixture; 0.1-5.0 wt% of a curing agent; 5-10.0 wt% of at least one kind of organometallic oxide selected from an organic titanate and an organic zirconate; 1.0-25.0 wt% of at least one kind of silicate mixture selected from colloidal silica having a pH of 7.0-10.0 and a metal silicate compound; and a solvent.
