PPROBLEM TO BE SOLVED: To provide a CCTV monitoring system that can easily change the text information to be superimposed on the monitoring video data for display by the operation at a receiving system side depending on the requirements, and to provide a CCTV monitoring method. PSOLUTION: The CCTV monitoring system includes video encoders 12-1, 12-2 that encode the video data received from a monitor camera and add the text information selected from the text information selection information among a lot of pre-registered text information to the encoded video data for transmission to a network 30, and video decoders 21-1 to 21-3 that generate the text information selection instructions for updating the text information selection information registered at the video encoders 12-1, 12-2 on the basis of pre-registered selection instruction patterns for transmission to the video encoders 12-1, 12-2 and that decode the encoded video data received from the video encoders 12-1, 12-2 to generate the display data with the added text information superimposed for transmission to monitors 22-2 and 22-3.
