PPROBLEM TO BE SOLVED: To estimate fluid population in a specific area around customer attracting facilities or the like at high accuracy. PSOLUTION: A fluid population estimation system includes: a communication log storage device 3 for storing a communication log including positional information obtained when a radio base station BS communicates with a mobile station; a population accommodating facility information storage device 4 for storing a determination criterion of a plurality of attributes of customer attracting facilities, coefficients of respective attributes, and the positional information of respective customer attracting facilities in association with each other; a communication log totalization means for retrieving and totalizing communication logs in an estimation target area based on the positional information of the estimation target area; a customer attracting facility retrieval means for retrieving customer attracting facilities 1 in the estimation target area from map data; an attribute determination means for determining attributes of the retrieved customer attracting facilities and specifying coefficients of respective attributes; and a fluid population estimation means for estimating fluid population existing in the estimation target area by using the communication log totalization value in the estimation target area and the coefficients of the customer attracting facilities as parameters.
