Disclosed is a population mobility estimation system capable of estimating population mobility with high precision. The population mobility estimation system has a calculation master storage unit (13) and a building visitor number calculation unit (14). The calculation master storage unit (13) stores a calculation master that further classifies steady mobility facilities by type, which is required for estimating the number of visitors for a predetermined period of steady mobility facilities, which are facilities in which specific people enter and leave on a daily basis; and stores a calculation master based on survey result values that further classifies variable mobility facilities by type, which is required for estimating the number of visitors for the predetermined period of variable mobility facilities, which are facilities in which unspecified people enter and leave on a fluid basis. The building visitor number calculation unit (14) extracts detailed information including facility names from map information, estimates types of the facilities on the basis of the extracted facility names, refers to the calculation master corresponding to the type from the calculation master storage unit (13) on the basis of the estimated type, and calculates an estimated value of the number of visitors of the facilities for the predetermined period.
