PROBLEM TO BE SOLVED: To improve the rim rubbing resistance of the outside surface of a tire bead part by arranging a plurality of grooves extending in the radial direction of a tire within a specified range of the rim flange height from the rim diameter line position on the bead outside surface opposite to the rim flange of the tire bead part. SOLUTION: In this pneumatic bias tire used for industrial vehicle, the bead base and bead outside surface 6 of a bead part make surface contact with the bead seat and rim flange 7 of a rim, respectively. A plurality of grooves 8 preferably 1-3 mm in width and 1.0-2.5 mm in depth are formed in the tire radial direction within the range of 25-80% of the flange height G from the position of a rim diameter line 3 on the bead outside surface 6. A highly elastic rubber material having a 100% modulus of 4.0-6.0 MPa is arranged in the position except the forming position of the grooves 8 in the contact part with the rim flange 7 of the bead outside surface 6. According to this, the rim rubbing resistance of the bead outside surface 6 can be enhanced.
