SOLUTION: In this pneumatic bias tire for an industrial vehicle, a tread pattern of rib lug type is provided, and a breaker layer 7 is formed by including two or more breaker plies 7A, 7B in which steel cords having a cord diameter of 0.5 to 1.5 mm are arranged at an angle of 30 to 45 degrees. A ply width BW of each breaker ply 7A, 7B is 0.6 times tread width TW or more.
