PURPOSE: A nuclear fuel covering for creating a copy crud capable of increasing the life cycle of the nuclear fuel cover tube, a manufacturing method thereof, and a copy crud forming apparatus including the same are provided to minimize the damage of the sheath tube of nuclear fuel by minimizing the generation of high heat and the difference of heat distribution when operating the nuclear fuel sheath tube. CONSTITUTION: A nuclear fuel clothing pipe(120) for the simulated crude is installed inside a cladding tube mount tube(110). A cladding tube main body(121) is made of the same material as the cladding tube of the nuclear fuel rod. The cladding tube main body is configured in a tube shape having an accommodation space inside. A heating element(123) is inserted inside the accommodation space of the cladding tube main body.
