A biodegradable vegetation mat is provided to prevent environmental contamination and to smoothen the growth of plants by being installed on the inclined plane of a bank to be naturally decomposed, thereby serving as a fertilizer. A method for manufacturing a biodegradable vegetation mat comprises the following steps of: spraying seeds, fertilizer and charcoal on the front side of the vegetation mat; spraying a natural adhesive in order to fix the seeds, fertilizer and charcoal to the vegetation mat; and installing a wire net on the vegetation mat. The vegetation mat is prepared by cutting one fiber selected among coconut shell and rice straw in 5-20cm length, adding 50-70wt% of coconut fiber and 30-50wt% of rice straw fiber, compressing with a roller, manufacturing a fibrous net, dipping or spraying a natural additive on the fibrous net and laminating the fibrous nets until the thickness becomes 0.5-1cm. The natural additive consists of a growth promoter, rooting agent and disinfectant. The vegetation mat and wire net are bound by a straw rope or wire.
