PPROBLEM TO BE SOLVED: To provide a charging controller for reducing a power loss due to a bypass operation, the charging controller for adjusting a charging voltage generated owing to imbalance of battery capacity between cell batteries and balancing the charging voltage. PSOLUTION: The charging controller detects the minimum cell voltage (Vmin (cell voltage Vcn in Fig.2)) out of a plurality of cell batteries, and executes a bypass operation (balance operation) for a cell battery in which a voltage difference (V) from the minimum cell voltage (Vmin) is not less than a predetermined voltage difference Vth (VVth) and a cell voltage (Vc) is not less than a predetermined bypass control start voltage Vref (VcVref). When the voltage difference (V) between the cell voltage Vc and the minimum cell voltage (Vmin) becomes not more than the reference voltage difference Vth (VVth) after starting the bypass operation, the charging controller stops the bypass operation for the corresponding cell battery.
