PROBLEM TO BE SOLVED: To provide a betting card issuing device, capable of issuing a betting card in which even a beginner can easily understand a marked content after marking.;SOLUTION: The betting card issuing device 10 performs, based on information received from an information server 12, display of input guide on an LCD 14 with touch panel. When a purchase applicant inputs information according to the guide, a betting card is issued. The betting card describes information showing the content of the betting card in a visible format.
