This map data generating device for generating road data for new roads generates GPS-generated positions and independent-sensor-generated positions with regard to positions indicating the travel path of a moving body by independent sensor and GPS sensor. Further, the map data generating device determines whether the independent-sensor-generated positions exist on an existing link by referencing map data. A new link corresponding to a new road is generated by connecting multiple positions that are not positioned on the existing link. Then, a connection node is established between the existing link and the new link. Specifically, a position where an independent-sensor-generated position changes from an off-road position to an on-road position or from an on-road position to an off-road position is first established as a temporary connection point. Then, the most appropriate single position is established as a connection node on the basis of the positional relationship between the existing link and the GPS-generated position at the temporary connection point or a position near the temporary connection point.
