PURPOSE: An energy management system, an energy management device, and an energy management method are provided to enable an administrator to grasp electric conduction or leakage without user inconvenience by removing the cutoff operation of a power source at a time.;CONSTITUTION: A high frequency generator(21) injects a high frequency signal into voltage or current waveform of a power source. A high frequency signal detector(22) separatively detects the high frequency signal from the voltage or current waveform of the power source. A monitoring unit(23) compares the original high frequency signal injected into the voltage or current waveform of the power source and the high frequency signal detected from the high frequency signal detector.
