PROBLEM TO BE SOLVED: To provide a regional energy management system capable of efficiently performing energy management among a plurality of buildings of an object region, and further to provide an apparatus, a method and a program used therefor.SOLUTION: A regional energy integrated management apparatus managing energy management information of a plurality of buildings comprises an energy management information acquisition section and a command transmission section. The energy management information acquisition section acquires the energy management information including shortage information or surplus information of electrical energy or thermal energy stored in a predetermined energy storage apparatus in each of the plurality of buildings from each energy management apparatus of the plurality of buildings. A command transmission section transmits a command to supply energy to the energy storage apparatus related to shortage from the energy storage apparatus related to surplus storage concerning the electrical energy or the thermal energy to the corresponding energy management apparatus.
