PURPOSE: An excavating device for the ground stabilization and a shield tunnel jam removing method using the same are provided to prevent a sand gravel layer or a cohesive soil layer from being stick on an excavating device. CONSTITUTION: An excavating device for the ground stabilization comprises an excavation portion(100) and a connection portion(200). The excavation portion comprises a first injection device(110). The first injection device comprising a plurality of first injection holes can inject solution(70) to solidify a sand layer, a bedrock layer having a possibility of a cave-in, a gravel layer which is a weak soil foundation. The connection unit is connected to an opposite direction of an excavating progress direction so that the excavating unit is connected while being rotated. The connection unit comprising a plurality of second injection holes can inject the solution to solidify the weak soil foundation.
