PPROBLEM TO BE SOLVED: To provide a manufacturing method of a preform by which a generation frequency of out-of-plane wrinkles can be substantially reduced and the preform. PSOLUTION: The method, employed for manufacturing the preform capable of being obtained by bending a reinforced-fiber laminate constituted by stacking a plurality of reinforced-fiber base materials loaded with a resin material containing at least a thermoplastic resin, passes through a predetermined compressing and adhering step, a predetermined heating and holding step, and a predetermined pressure reducing step in series.
