An aluminum-based lead or aluminum alloy composite material and a manufacturing method therefor. The aluminum-based lead or aluminum alloy composite material is an aluminum base material (2) that is covered on the exterior thereof by a lead or lead alloy covering material layer (1). The composite material is shaped as an ingot or as a strip. The outer surface of the composite material is provided with arced convex-concave or zigzagging patterns via surface augmentation processing. Steps for manufacturing the composite material are as follows: processing on a surface of the aluminum base material (2) several linear dovetail grooves running along the lengthwise direction; deburring the surface of the aluminum base material having the dovetail grooves processed; feeding into a covering apparatus the aluminum base material (2) or the lead or lead alloy ingot to cover same with the lead or lead alloy covering material layer (1); surface augmentation processing the surface of the covering material layer (1) immediately after the covering is completed, acquiring the arced convex-concave or zigzagging pattern; and cooling to yield a composite material product. The advantages of the manufacturing method for the composite material are significantly reduced production costs, increased mechanical strength of the product, and reduced weight. The composite material product is applicable in the hydrometallurgy industry, and allows for significantly increased electrical conductivity performance of a material, for increased current efficiency, and for significantly reduced energy consumption of a non-ferrous metal electrowinning process.
