PURPOSE: A system and a method of budget establishment for maximizing asset value of a public facility are provided to apply a concept of value cost, a distinctive result of maintenance execution depending on a current service level, a value improvement effect according to an cost scale inputted into maintenance, a value improvement effect according to importance of a public facility, or the like in planning of budget establishment of the public facility, thereby automatically yielding accurate and optimized budge establishment. CONSTITUTION: A budget establishment sever receives base information of budge establishment from a manager terminal through an input unit (S10). The budge establishment server calculates a first value cost (VC1) in order to reflect an effect of a specific maintenance plan on a current capability of an arbitrary public facility (S20). The budge establishment server calculates a second value cost (VC2) in order to reflect an effect of maintenance execution on the current capability of the public facility (S30). The budge establishment server calculates a third value cost (VC3) in order to reflect an effect of an input maintenance cost scale (S40). The budge establishment server calculates a fourth value cost (VC4) in order to reflect an effect of asset value improvement according to importance of the public facility (S50). The budge establishment server selects one specific maintenance plan of the public facility based on information about one of the first value cost to fourth value cost (S60).
