PURPOSE: A device and a method for rustproof treatment on a steel plate surface are provided to effectively prevent the secondary oxidation of a steel plate surface with the oxide layer removed by uniformly coating anti-rust oil on the steel plate surface at the same time as removing foreign materials. CONSTITUTION: A method for rustproof treatment on a steel plate surface comprises a step of spreading rustproof oil over shot balls(100) and a step of making the shot balls contact several times to a steel plate surface in order to transfer the rustproof oil to the steel plate surface. The rustproof oil spreading step includes a step of collecting shot balls having made contact with a steel plate surface, a step of spraying rustproof oil to the shot balls, and a step of storing the shot balls.
