PROBLEM TO BE SOLVED: To control increase in maintenance costs and startup cost of a combined cycle power plant when a switch is frequently turned on and off to comply with emissions regulations.SOLUTION: A system includes: a gas turbine system 14; and an electrolysis unit 10 configured to produce a hydrogen gas for reducing a minimum emissions compliance load of the gas turbine system 14. A system may comprise: a gas turbine system configured to drive a load with combustion gases; a heat recovery steam generator configured to generate steam by recovering heat from the combustion gases; and an electrolysis unit configured to receive the steam from the heat recovery steam generator for use in producing hydrogen gas to reduce a minimum emissions compliance load of the gas turbine system.
