The communication control section 105 controls a wireless communication section 106 so as to transmit a radio signal at a larger radio wave intensity when the safety determination section 104 has determined that the risk is low, and to transmit a radio signal at a smaller radio wave intensity when the safety determination section 104 has determined that the risk is high.
