Safety Assessment Methodology of the Communication Network Delay Impact in Terminal Areas with Controller-pilot Data Link Communications (CPDLC)

The use of Controller-Pilot Data Link Communications (CPDLC) has increased in thelast years. The main justification for its use is the CNS/ATM introduction and thehighly congested radio channels. Although it has been used for en route flights, its usein Terminal Areas is yet under evaluation because of high aircraft density thatdemands a new evaluation model. In this paper, it is proposed a new methodology forsafety assessment of the communication network delay impact in Terminal Areas thatuse CPDLC for message exchange. This methodology performs the study divided in 5steps: scenario selection, physical simulation, flight analysis, network simulation, andsafety analysis. It was successfully applied to evaluate a fictional scenario based onthe S?o Paulo Congonhas Airport Terminal Area. From the communication networkperspective, 3 variations of the ICAO's ATN specification were evaluated in thisscenario, being able to support future implementations. At the end, this paper presentsthe results of the experiments conducted.
