[Problem] To provide a sound emitter, a sound emission device, and an electronic apparatus, whereby differences between resonance peaks and dips in sound pressure frequency characteristics are reduced, sound pressure frequency fluctuation is alleviated to the extent possible, and it is possible to improve sound quality. [Solution] A sound emitter comprises an oscillator, and a piezoelectric oscillation element. The oscillator has a thin plate shape. The piezoelectric oscillation element is disposed upon the oscillator. The oscillator further comprises a roughness difference region wherein the surface roughness of one face is greater than the surface roughness of another face which is located on the opposite side from the one face.
