This disclosure provides a system and method for determining cylinder deactivation in a vehicle engine to optimize fuel economy while providing the desired or required performance. In one aspect, data indicative of terrain variations is used in determining a target operating condition of the vehicle. An optimal distribution of active cylinders and fuel delivery are determined by a recommendation from a monitoring observation of the operating condition of the vehicle, a subset of the total number of cylinders, and a determination as to which cylinder number provides the optimum fuel economy. Once the optimum number of cylinders is determined, a recommendation of the gear change is issued in the face of the determined distribution of active cylinders and the target operating condition.
