Provided are a surface enhanced Raman scattering (SERS)-based biosensing and/or a method for manufacturing an SERS nano-probe with a nano-sized graphene oxide-metal nano-particle cluster structure for measuring a bioimage, which comprise the following steps: preparing a metal nano-particle where a Raman reporter is attached to; preparing a nano-sized graphene oxide; reforming a surface of the metal nano-particle attached with the Raman reporter by means of pyrene which is a hydrophobic molecule; and forming a nano-sized graphene oxide-metal nano-particle cluster by mixing the nano-sized graphene oxide and the metal nano-particles which is attached with the Raman reporter and reformed with pyrene, the hydrophobic molecule.
