Disclosed is a method for manufacturing a nano-sized cylindrical plasmonic and metamaterial structure, which comprises a base alignment step (S210) of aligning a nano-sized cylindrical base (110) to erect; a first metal deposition step (S220) of aligning a first metal material (120) on each of an inner side and an outer side of the base (110), which face a first deposition direction (D_1), and the top end of the base (110) by depositing the first metal material (120), at a position (_1) on a circumference spaced apart from the aligned base (110) with a specific distance, toward the base (110) in the first deposition direction (D_1) inclining downwards at a specific angle (_1) from a horizontal reference line (L_1); and a top end portion removal step (S240) of forming the cylindrical plasmonic and metamaterial structure (100) by removing the first metal material (120) on the top end of the base (110) deposited in the first metal deposition step (S220).
