There are provided a Voice over LTE (VoLTE) receipt service providing system, a home subscriber server and a VoLTE receipt service providing method. The VoLTE receipt service providing system, which provides a VoLTE receipt service, an IMS-based voice call, to a VoLTE subscriber on a long term evolution (LTE) network, includes a call session control function (CSCF) configured to perform a registration of a VoLTE subscriber and a multimedia call processing function using a session initiation protocol (SIP); and a home subscriber server configured to manage a state of each CSCF, store available network information of the VoLTE subscriber, and when a failure occurs in the CSCF, transmit call connection information of another available network corresponding to the location of the VoLTE subscriber to an originating network. In this case, call connection information of another network includes information on a communication exchanger that provides voice receipt to a VoLTE subscriber through another network which the VoLTE subscriber can use.
