The power generation apparatus using inertial rotational energy according to the present invention comprises: a starting unit (100) having at least one starter motor for generating a rotational force by receiving an application of electricity; at least one line of inertial rotational energy storage unit (200) for receiving the rotational force from a starting shaft of the starting unit and storing the rotational force due to inertia while rotating; and at least one row of power generation units (300) comprising a power generation shaft connected to the inertia shaft of the inertial rotational energy storage unit, and a power generator for generating electric power through a rotational force of the power generation shaft, wherein the inertial rotational energy storage unit includes: one or more inertial shafts (210) rotated by receiving the rotational force of the starting unit; one or more inertial wheels (210) rotating together with the inertial shafts, and then rotating the inertial shafts through inertia to sustain power generation at the power generation unit, wherein the starting unit receives an application of external electric power or electricity generated by the power generation unit to generate a rotational force and rotate the inertial rotational energy storage unit. The inertial rotational energy amplification-type large capacity power generation system including the power generation apparatus using the inertial rotational energy according to the present invention comprises: a power generation apparatus using inertial rotational energy; one or more amplification devices including a starting unit for generating a rotational force by receiving an application of electricity, an inertial rotational energy storage unit for storing inertial rotational energy by the starting unit, and a power generation unit for generating electricity with a capacity larger than the capacity of the power generation apparatus using the inertial rotational energy by the rotational force of the inertial rotational energy storage unit, the amplification devices connected in series with the power generation apparatus using the inertial rotational energy; and a usage-side power generation device comprising a starting unit for generating a rotational force by receiving electricity from the power generation unit of the amplification devices, and a power generation unit for outputting a larger amount of generated power than the amplification devices by the rotational force of the starting unit and supplying the same to a usage place.
