The present invention relates to a cosmetic material composition comprising a Rubus coreanus ferment by Phellinus baumii mycelium, and a functional cosmetic composition comprising the same. More specifically, the present invention relates to a cosmetic material composition comprising ferments obtained by inoculating and cultivating Phellinus baumii mycelium culture medium to sterilized Rubus coreanus, and a functional cosmetic composition for skin conditioning or scalp cares, which contains the cosmetic material composition as an active ingredient. According to the present invention, the ferment fermenting Rubus coreanus by means of Phellinus baumii is a natural ingredient-deprived composition having no cytotoxicity and provides excellent anti-oxidation activity, skin-aging inhibition, anti-inflammatory activity, and inhibiting activity of dandruff-causing bacteria, thereby being applicable as a cosmetic material composition for skin conditioning and scalp cares such that the ferment of the present invention is very useful in the cosmetic industry.
