The present invention relates to a PDLC type light modulator capable of low voltage driving, and more specifically, to a polymer dispersed liquid crystal light modulator capable of being driven at low voltages by using a transparent substrate, as a component of a PDLC type light modulator, having a three-layer structure formed of indium titanium zinc oxide (ITZO), silver (Ag), and ITZO and having a surface resistance of 10 / or less. Further, in order to reduce a light modulator driving voltage, a high-performance transparent electrode is applied, and the method is performed comprising the steps of: preparing a polymer dispersed liquid crystal composition for producing a PDLC type light modulator, including 20 to 70 wt% of a fluorine atom bonded nematic liquid crystal mixture, 10 to 60 wt% of a polyfunctional acrylic compound, 10 to 60 wt% of a vinyl ether-based monomer, and 2 to 7 wt% of a photoinitiator; forming a liquid crystal dispersed composition for producing the light modulator between two transparent substrates on which transparent electrode layers are formed; and irradiating the liquid crystal dispersed composition layer for producing the light modulator, which is formed between two transparent substrates, with light in a wavelength range of 300 to 410 nm to photocure the liquid crystal dispersed composition layer.;COPYRIGHT KIPO 2018
