The present invention relates to a recombinant vector targeting microalgae chloroplast, in which an endogenous promoter, a chloroplast target sequence, and a chlorophyllide a-oxygenase-coding gene derived from Chlamydomonas reinhardtii are sequentially connected. The present invention further relates to a method for producing transformed microalgae having increased biomass and lipid productivity by transforming microalgae cells with the recombinant vector, a transgenic microalgae prepared by the method, a composition for increasing the biomass and lipid productivity in microalgae containing the recombinant vector as an active ingredient, a method for producing lipid by culturing the transformed microalgae, and a method for producing biodiesel using the transgenic microalgae.
