The present invention relates to a polarization splitter used to combine or separate optical signals with different polarization and, more specifically, to a polarization separation waveguide element based on total reflection which is integrated into a small size, and can perform optical signal processing of various forms by using different polarization in an optical communication system, and a manufacturing method thereof. According to the present invention, the polarization separation waveguide element based on total reflection comprises: a polarization-independent waveguide (CO-polymer waveguide) formed on an input terminal and an output terminal portion; and a birefringence polymer waveguide positioned in the polarization-independent waveguide to form an interface on a specific position of an element, and expands an incident light to allow the incident light to enter the interface at a prescribed angle. Reflection factors in accordance with TE/TM polarization are different from each other on the interface. The present invention has excellent polarization separation properties and a wide tolerance in a manufacturing process to facilitate manufacture by integration with waveguide elements of various functions to allow application to a quantum communication system.
