The present invention relates to assembly of levee reinforcing bar meshes and a levee construction method using the same which easily pre-manufacture and pre-assemble a form and levee reinforcing bar meshes to be installed to construct a levee, and then integrate the form and the reinforcing bar meshes to conveniently and safely transport the form and the reinforcing bar meshes to a site without damage to easily construct the levee. The levee construction method comprises: a form manufacturing process of using wood or a metallic material to pour cement in accordance with a length and a width of a levee to be constructed, and manufacturing in a U-shape to allow an upper portion, a left, and a right to be opened to be inserted into a support (1120) and a fixing part (1130) of a levee reinforcing bar mesh; a levee reinforcing bar mesh assembly step of assembling levee reinforcing bar meshes; a transport process of transporting the assembled levee reinforcing bar meshes; and a levee construction process of using a holder and a reinforcing bar coupling device to connect main reinforcements of two transported levee reinforcing bar meshes to construct the levee.
