PROBLEM TO BE SOLVED: To accurately generate a table caption for tabular data.SOLUTION: With regard to tabular data, a cell encoding part 72 obtains a token sequence included in text information described in each cell in a table, as input to the cell, and encodes the cell to a continuous value vector. With regard to the tabular data, a line encoding part 74 obtains the continuous value vector for each cell included in each line in the table, as input to the line, and encodes the line to the continuous value vector. With regard to the tabular data, a column encoding part 76 obtains the continuous value vector for each cell included in each column in the table, as input to the column, and encodes the column to the continuous value vector. With regard to the tabular data, a table encoding part 78 obtains a continuous value vector sequence for each line and each column, as input, and encodes the table to the continuous value vector.
