The present invention is provided with: two or more electrodes (10a, 10b); a grounding surface (3) which is connected to a given electrode (10b); a signal source (2) which is connected to an electrode (10a) other than the electrode connected to the grounding surface (3) and which outputs a high-frequency signal; a high-frequency transmissive heat-insulating element (11a) which is disposed in series between the signal source (2) and the electrode (10a) connected to the signal source (2) and which allows passage of a high-frequency signal outputted from the signal source (2) by means of electrical coupling or magnetic coupling between two terminals (i, ii) that are not connected via a metal within the element; and a high-frequency transmissive heat-insulating element (11b) which is disposed in series between the grounding surface (3) and the electrode (10b) connected to the grounding surface (3) and which outputs to the grounding surface (3) a high-frequency signal outputted from the signal source (2) by means of electrical coupling between the two terminals (i, ii).
