The First Census Optical Character Recognition (OCR) Systems Conference tested anumber of systems developed by different commercial, educational, and government organizations in the OCR of segmented hand-printed digits, upper case letters, and lower case letters. This report discusses the results, conclusions, and open questions of the Conference.
