The Intelligent Transportation Systems Early Deployment Plan for the San211u001eFrancisco Bay Area has been an effort to define priorities for use of Intelligent 211u001eTransportation Systems (ITS) in the region over the next five to ten years. 211u001eIntelligent Transportation Systems is the name given to techniques which improve 211u001ethe operation, safety, or convenience of the transportation system by using 211u001eelectronics and communications to collect, process, disseminate, and act on 211u001einformation in real time. The ITS Early Deployment Plan focuses on both 211u001einstitutional issues and technological opportunities. It seeks to blend analysis 211u001eof end user needs, evaluation of numerous technologies, and assessment of the 211u001edesires and capabilities of the region's institutions, to identify the uses of 211u001eITS that best meet the Bay Area's regional transportation policies, particularly 211u001ethe Metropolitan Transportation System (MTS) Management Strategy. Desired end 211u001eproducts of the effort are education, consensus on an action plan, and 211u001epartnerships for deployment. The building of institutional 'infrastructure' is as 211u001ecritical as the more usual capital investments for the ultimate success of early 211u001eITS deployment.
