The Northumberland Strait Crossing Project (NSCP) in Canada, between NewBrunswick and Prince Edard Island, offered an opportunity to learn firsthand how a private developer is financing, designing, and constructing a major bridge and how the developer plans to operate and maintain it under a long-term agreement with the Government of Canada. Besides the unique contractual and financial arrangements, the Northumberland Strait Crossing Project has addressed significant engineering challenges involved in building a major bridge in a short time in a severe climate. In addition, the crossing is located in an environmentally sensitive area and was the focus of several major environmental investigations. Finally, the social impact of erecting this bridge has been the subject of much discussion and public debate. To learn more about the project, a three-day scanning review team visited the site in September 1995, under sponsorship of the FHWA Office of International Programs. The objectives of the report were to observe, investigate, and document detailed program and technical information on the development, construction, and planned operation of the Northumberland Strait Crossing Project.
