Navy RDT and E Planning in an Age of Transition. A Survey Guide to ContemporaryLiterature

This report examines the various impacts of the rapidly changing internationalscene during the 1980s and 1990s on the Navy's policies and planning for its in-house technical community. It briefly looks at lessons that can be gained from a history of prior demobilizations during this century and draws parallels with the current drawdown being experienced by Defense. This survey guide reviews the interplay between the changes in the international scene during the 1980s and 1990s and the Navy's policies towards its research, development, test, and evaluation (RDT&E) facilities. The emergency of a new set of world conditions and new national priorities during this period profoundly affected the structure of defense in general and, more gradually, began to affect the programming and shaping of reseach and development facilities.
