Method for Estimating Market Acceptance of Technologies and Fuels of the211 Partnership for a New Generation of Vehicles

The members of the Partnership for a New Generation of Vehicles (PNGV) are211u001edeveloping new technologies aimed at improving fuel economy of passenger cars to 211u001e80 MPH by 2004. The objective of this study is to recommend a methodology to 211u001eidentify the conditions under which the market will accept PNGV fuels and 211u001etechnologies in the United States. The method proposed includes focus groups to 211u001eidentify the major concerns of owners of cares and light trucks; interviews with 211u001epurchase managers of fleets; drawing of random samples of new-vehicle purchasers 211u001e(separately for individuals and fleets); development of survey instruments; and 211u001econducting telephone surveys of the samples to ascertain the probabilities of 211u001epurchase of vehicles using the different PNGV fuels and technologies. Included in 211u001ethe surveys will be alternative prices of vehicles and consequences (e.g., 211u001echanges in mpg) of the new fuels and technologies.
