Traffic signal timings (the length of green, yellow, and red time) generally donot change from one weekday to the next, even though environmental conditions do. During snow packed or icy road conditions the progression time between signals is not adjusted for the lower friction factor associated with slippery roads and slower driving conditions. With the goal of improving traffic flow and providing for safe travel through intersections during winter, The Wyoming Department of Transportation embarked on a three-phase research project to potentially integrate the capabilities of the Department's Road Weather Information System (RWIS) with traffic signal operation. This report documents the findings of Phase I. Phase I would identify and document any proposed systems, systems under development, or any operational system that maybe adapted to provide pavement monitoring necessary for traffic signal timing. Extensive research concluded that there is not an operational system that achieves the project goals of WYDOT. However, many of the elements exist from which a system could be developed. In addition, there is significant level of interest in this signal system concept by other DOT's the national ITS Program office, and vendors of road conditions and signal systems. The report recommends WYDOT proceed with Phase II, which is to develop a design to integrate WYDOT's type 170 traffic signal system with a pavement monitoring and interface system, and Phase III, which is the deployment of such a system.
