This paper is an informal account of a talk presented by one of the authors (H.S.S.) at the NATO sponsored conference "Computational non-commutative algebra and applications" held in Tuscany, Italy in July 2003. It is the authors' intention to publish elsewhere a more complete account with detailed proofs.
