The need for additional fresh water in many areas throughout the world, and the economic, social and military benefits to be realized from the development of means for providing fresh water to cities, industries and lands suffering from water shortage are abundantly clear to all who have considered the problem.nIn recognition of the need and potential benefits, and after extensive hearings and studied consideration, the Congress of the United States reached the conclusion that the present and future demands for new sources of fresh water justify a developmental program for this purpose.
