This document contains the papers presented and edited transcripts of the ensuing discussions at the workshop attended by utility management and engineering personnel, constructors,architect/engineers,vendors,public interest groups,representatives of governmental regulatory and research agencies,and other experts. Major topics addressed included technical factors in reducing time and cost of construction of facilities,economies of scale in unit size and associated unit reliability,the pros and cons of plant standardization,methods and incentives for achieving improved power plant productivity,and the roles and effects of load management in future electrical systems. Several factors that have recently contributed to a decrease in reliability were identified,including operator performance and pollution control devices. In general,participants focused on planning aspects and information transfer within the utility industry rather than technical details of design and operation.
