In 1975 the State Board of Education adopted policies on performance based-certification and established guidelines for the State Department of Education and teacher education colleges. Basic requirements for teacher certification include completion of an approved degree course in education at an accredited college or university, including a prescribed assessment during the student teaching phase, attainment of a passing score on a criterion referenced test in the appropriate teaching field, and achievment of satisfactory ratings in 18 performance competencies, assessed by trained evaluators, during the first three years of actual employment. Criterion referenced tests covering 37 reaching fields have been developed and validated, and minimum passing scores established. Performance assessment instruments, utilizing 52 indicators to assist in the evaluation of the 18 teaching competencies, also have been devised and validated. Four pilot programs to test the instruments and procedures for performance assessment have been established, some since the beginning of the 1977-78 school year. Approximately 3,000 evaluators have been trained in the administration of the assessment instruments and more than 2,500 student and beginning teacher profiles have been generated. These activities have laid the groundwork for full implementation of performance based certification in Georgia's 187 school districts beginning in September 1980.
