During 1978-1979, the U.S. Office of Personnel Management undertook a training evaluation demonstration project in order to show how evaluation techniques could be applied to different types of training courses and in different organizational settings. Six Federal agency training efforts were the subjects of the demonstration study. Case Study 4 looked at the Office of Personnel Management's course on how to evaluate training. The objectives of the case study were to determine: (1) if participants were able to meet course objectives, and if not, why not; (2) participants' reaction to content appropriateness, presentation effectiveness, written materials effectiveness, personal accomplishment of objectives, and instructor effectiveness; and (3) if skills and/or knowledges acquired during training were used back on the job, and if not, why not. Methods used to gather data included pre- and post-course self-assessment questionnaires, performance exercises, and action planning with follow-up interviews. The case study contains descriptions of the evaluation design (including the actual evaluation planning worksheets), results, and conclusions, along with copies of instruments used (including guidance for doing action planning and follow-up interviews).
