Institutional Arrangements for Areawide Water Resources Management Planning in the Washington, DC. Region under the Federal Water Pollution Control Act Amendments of 1972

The project studied the formulation, acceptance and early implementation of areawide management planning for water quality management, water supply, land use and other related functions by the Water Resources Planning Board of the Metropolitan Washington Council of Governments, established under provisions of P.L. 92-500. This study evaluated past arrangements and decision making procedures for water resources planning in the Washington area, discussed the new management planning process and evaluated its success in limiting jurisdictional conflicts, integrating related functions and increasing citizen participation.
