Facilitation of Community Organization: An Approach to Water and Sanitation Programs in Developing Countries

Community organization is essential if water and sanitation projects in developing countries are to function properly and provide their intended health and social benefits. Conditions necessary to promote community organization in such projects are enumerated in this report. The first condition is the existence of community workers trained to: gather the physical, biologic, economic, demographic, and sociocultural data needed to diagnose the community's capacity to participate in the project; support individual and group participation; and evaluate the project as it develops.
