Results are presented of a study of a few local government attempts to improve management motivation and productivity through the use of performance targeting. Performance targeting is defined as the formal identification of goals for individual managers, usually on a number of performance indicators, at the beginning of a time period with subsequent assessment of actual performance as compared to the targets at the end of the time period. The major research questions were: To what extent do such programs affect service productivity; When performance targeting is linked in a formal way to monetary incentives, is this likely to be more or less effective in improving productivity than when accomplishment of performance targets is not formally linked to monetary incentives; and, finally, What effect do such programs have on employee job satisfaction.
