Design of a Program Monitoring System and Short-Term Evaluation of the Office for Civil Rights' Technical Assistance Program

This project developed a record keeping and monitoring system for OCR's PCRA program. Preventive civil rights assistance (PCRA) refers to those technical assistance activities which, when successfully carried out, increase the recipient compliance and remove the necessity of enforcement action. The PCRA program is described narratively and by means of a logic model. Key activities were linked to indicators recommended for use in assessing the program's intended outcomes. Interview items were then developed to collect data for each of the recommended indicators. The indicators and interview items were field tested. Finally, a record keeping and monitoring system for OCR's PCRA program was developed.
